Decide whether an incomplete group should be completed or paused

Google Ads empty-ad-group audits for freelancers: turn a structural finding into a clear client decision

Identify the groups the audit actually checks, establish their intended role and choose a justified next step. Distinguish missing ads, inactive ads and policy problems before preparing a precise, approved change.

Define the freelance review brief

An empty-ad-group review should start with the client's intended decision. A business may want to complete a campaign launch, tidy an account inherited from a previous operator or understand why a particular service has no advertising activity. Those are different questions. Record the selected campaigns, the business offers they represent and who can decide whether each offer should remain in the account. The freelancer's job is to turn a structural observation into a useful recommendation, rather than simply remove every row that appears in an audit.

Clarify whether the engagement includes diagnosis, creative preparation and implementation. An audit can identify a group without ads, but it cannot invent the owner's commercial intention. Completing that group may require approved copy, a functioning destination and a decision about timing. Pausing it may be appropriate when the business has retired the offer. These alternatives should be visible in the brief so the client knows which evidence the freelancer will gather and which decisions still belong to the business.

Agree a practical boundary for the review. If the client asks about one campaign, begin there and identify any related question separately. Do not use a small structural issue as permission to rebuild the entire account. The final deliverable should explain the groups inspected, the relevant business context, the proposed actions and the verified result of any approved implementation. That gives the freelancer an assessable scope and gives the client a record that remains understandable after the conversation has ended.

Understand what an empty group means

An ad group is part of a campaign's advertising structure. Google's ad-group-status guidance distinguishes the group, campaign, ad and keyword states, and describes incomplete or otherwise ineligible arrangements. Missing creative is a structural issue. It does not by itself identify a poor audience, a broken payment arrangement or an amount of wasted cost. Keep the finding tied to the missing component that the inspection actually establishes.

A group can contain keywords, audience settings or other configuration while lacking an ad. Those remaining settings help explain its intended role, but their presence does not complete the creative requirement. A freelancer should look for the practical next decision: does the business want to finish this setup, hold it for later or retire it? The answer determines the recommendation. A group created as a future placeholder can need different treatment from an active service whose ads were removed unexpectedly.

Do not describe every enabled group as actively spending. Enabled is a configuration state. Actual delivery depends on the relevant structure and eligibility, including its parent campaign and creative. The current audit's wording may refer to active groups, but the client explanation should distinguish enabled configuration from observed activity. An empty group can be untidy or incomplete without proving that money was spent through that empty state. Any financial conclusion needs appropriate historical performance evidence.

Read the actual audit population

ppctor's current ad-health reader makes two parallel reads. One obtains enabled ad groups in enabled campaigns, excluding Local Services and Smart campaign types. The other obtains returned ad rows under the same enabled parents and channel exclusions. The reader collects the group identities represented by those ads, then finds the groups absent from that collection. The resulting empty-group list contains the group name and parent campaign name for a readable structural finding.

The display population is therefore narrower than every group ever created in the account. Groups in paused campaigns, paused groups and the excluded channel types are not part of this particular active-parent inspection. A clean result does not certify a future relaunch population that was outside the query. If the client wants a prelaunch review of a paused campaign, inspect that actual target separately. The freelancer should explain the scope rather than silently extending a present audit result to an unexamined part of the account.

The card is applicable when the account has an enabled Search, Shopping, Display, Video or Demand Gen campaign. A Performance Max-only account should not receive a reassuring empty-ad-group pass for a structure it does not use in the same way. Keep this applicability visible when answering a channel-specific question. The current finding can be a useful triage signal, but it should not be described as a universal creative-completeness certificate for every advertising format available in Google Ads.

Separate ad presence from delivery

The ad-health read collects any ad rows it returns for the selected enabled parents; the query does not separately restrict ad status to enabled. Presence in that returned collection is enough to keep a group out of the empty list. A paused ad and an enabled eligible ad are therefore different delivery situations even when both can contribute to a non-empty group. Read the actual ad state when the owner asks why the group is not serving.

A disapproved ad is also distinct from no ad. The health reader separately counts enabled ads whose policy approval status is disapproved. That finding answers a different question and needs its own investigation. A freelancer should not report a group as fully ready merely because it is absent from the empty-group list. Structural presence, configured status, provider approval and observed delivery are separate pieces of evidence. A useful handoff states which of these was checked and which remains unresolved.

Use a simple explanation for the client: the empty-group check asks whether the selected group is represented by returned ad rows, while a serving investigation asks whether the relevant creative and parent structure are eligible and actually receiving activity. These are related questions, not interchangeable ones. Keeping them separate prevents a green structural badge from masking a paused creative or a policy problem, and prevents a policy repair from being misreported as creation of an entirely missing ad.

Handle unavailable evidence accurately

A provider failure does not establish that every group has an ad. The audit records the empty-group section as dependent on the ad-health read and reports it unavailable when that required evidence cannot be obtained. A freelancer should carry this state into the report rather than interpreting the fallback empty collection as a clean result. The owner needs a successful inspection before relying on the structural conclusion, especially if a live change will be prepared from it.

Distinguish a failed read from a completed read that found no qualifying empty groups. The first leaves the conclusion open; the second supports a statement about the selected population. This difference should be clear without a long technical incident explanation. Identify the affected check and the next evidence needed. The business brief, commercial ownership and approved creative direction can still be discussed while a specific provider surface is temporarily unavailable.

Do not repeat broad account requests merely to obtain a different-looking answer. If the missing evidence concerns one selected group, use an appropriate targeted inspection when available. If an earlier observation is retained as context, label it as earlier. A current proposal must resolve the current target and state, rather than rely on a stale list whose parents or ads may have changed. This keeps the freelance work moving while preventing an operational interruption from becoming a false diagnosis or an unjustified edit.

Establish why the group exists

Read the group's name, remaining configuration and parent campaign as clues, then confirm its purpose with the owner. Names can be outdated or abbreviated. A group labelled Summer might represent a recurring seasonal offer, an abandoned experiment or a product range now sold year-round. The freelancer should establish the actual service or product before choosing whether to complete or pause it. A plausible interpretation from a name is not a verified business decision.

Ask who created the setup and whether a handoff is incomplete. A previous freelancer may have prepared targeting while waiting for approved copy. An internal employee may have removed ads during a website change. The owner may have intentionally left a placeholder enabled by mistake. These situations have different next steps. The review should identify the immediate missing work and its responsible person, without assigning blame from the structural finding alone.

Record the agreed intention in plain language. For example, the group is reserved for a confirmed course that launches after the destination is ready, or the group represents a service the business no longer sells. This statement gives the recommendation its rationale and gives the client a rule for later reconsideration. It also helps the freelancer avoid unnecessary creative work for an unwanted offer, or an unnecessary pause that delays an otherwise valuable launch waiting only for a specific missing component.

Recognise an unfinished launch

An unfinished launch can legitimately contain a campaign and ad group before creative is ready. The issue is not that every staged setup is wrong; it is that the state and launch intention need to be explicit. A freelancer should ask what still needs approval, whether the destination is complete and when the owner wants eligibility enabled. Keep a staging arrangement clearly separated from a claim that the service is already being advertised.

List the missing dependencies rather than filling them with assumptions. A responsive search ad needs appropriate creative and a final URL. The group may also need targeting reviewed and an explicit status decision. If the client has not supplied a landing page, the assistant should obtain the relevant information instead of inventing a destination from an unrelated earlier message. The freelancer can still draft copy from the confirmed offer while making it clear that the draft is not yet a complete executable proposal.

Build the launch sequence around the actual dependencies. Creative must belong to a resolved ad group, and that group belongs to the intended campaign. Local planning can establish these relationships before unnecessary provider work. The owner should see the logical actions clearly. Creating the missing ad and enabling the relevant target are different steps, and the confirmation should not imply that one automatically includes the other. This makes a staged setup understandable and prevents an accepted creation from being mistaken for a completed live launch.

Recognise a retired offer

An empty group may represent a product or service the business has deliberately stopped promoting. In that case, writing new ads can be wasted effort. Confirm whether the offer is permanently retired, temporarily unavailable or expected to return. A pause can preserve the structure for later review without presenting it as launch-ready. The freelancer's recommendation should state the confirmed business reason rather than simply saying the group failed an audit.

Review related context before proposing deletion. The group may have historical results, reporting relevance or a name that the owner wants retained as a reference. Removal and pause are different operations with different consequences. A routine empty-group audit should not silently escalate a pause recommendation into removal. If the owner requests a broader retirement action, inspect the available operation for the actual asset and prepare that exact change separately with a clear explanation.

Do not assume the remaining targeting is worthless because the offer is currently inactive. A seasonal class may return with the same audience, while a permanently discontinued service may never be appropriate again. Preserve this distinction in the handoff. The client can then decide when to revisit the group and which evidence would support reactivation. The freelancer's record should make future decisions easier, rather than leaving behind a generic “cleaned up” note that hides what was retained and why.

Keep historical results separate

A current empty-group finding describes the structure at inspection time. It does not establish that the group was empty throughout a previously reported period. Ads might have existed when the group generated clicks and been removed later. Read the appropriate change history where available when the client asks how the state developed. Do not infer a historical configuration from today's snapshot or report past cost as spend that necessarily occurred while no ad was present.

Pausing the group does not rewrite its recorded performance. The earlier cost, clicks and outcomes remain evidence of their original period. A freelancer should explain this if the owner expects a cleanup action to make historical figures disappear. The action changes the selected configuration going forward. The report can identify an inactive or incomplete structure without inventing a savings total derived from old activity that occurred under a different state.

Use precise dates when discussing the timeline. If the client requests the last completed thirty days, retain that period and separate it from the observation date. If an ad was removed partway through the period, make that sequence explicit where the evidence supports it. The useful question is what configuration and activity existed at the relevant times. A neat chronological explanation is more valuable than a confident but unsupported claim that the group had been wasting its budget because it now appears empty.

Inspect the parent campaign

The selected ad group has a parent campaign, and that parent affects eligibility. Check its actual state when the client's question concerns launch or delivery. A creative addition inside a paused campaign does not prove the campaign will run. Conversely, pausing one group does not imply that the entire campaign was paused. The proposal should identify the correct parent relationship and keep group-level and campaign-level actions distinct, particularly when the owner uses casual language such as “turn this section off.”

Read the campaign's intended role before deciding whether an empty group belongs there. A group for an advanced service may have been placed in a campaign designed for introductory offers. Completing the creative alone may not resolve that business mismatch. The freelancer can flag the structural question while keeping any redesign separate from the immediate empty-group action. A finding is not permission to move targets, change budgets or rebuild hierarchy without an explicit reviewed request.

Use readable campaign and group names throughout the client explanation. Identical group names can exist under different campaigns, so the parent matters for human recognition. Internal resource references can ensure exact targeting behind the scenes. They should not replace a clear client-facing description or appear as confusing asset IDs in a normal report. The owner needs to see the offer and its location in the account before confirming which part of the structure should be changed.

Review the remaining targeting

For a Search group, inspect the remaining positive keywords when completing the setup. Their wording and match types help establish the audience the ad should address. An empty-group audit does not by itself review that targeting. A freelancer should confirm it is consistent with the intended offer rather than writing a generic ad that happens to fit the group name. If new keywords are requested, keep them as a separate visible logical action with the intended match type.

Do not assume keywords alone make the group complete. They define part of its intended reach, while the ad supplies the message and the destination supplies the next step. The owner can ask for all of this work together, but each dependency still needs to be satisfied. The assistant should resolve the campaign and group before constructing the relevant operations. It should also avoid reading unrelated account surfaces when the current supplied evidence and local dependency rules already establish the necessary structure.

For other campaign types, inspect the appropriate targeting and creative requirements rather than importing Search assumptions. A Standard Shopping group has product-related structure; Display and Demand Gen have different creative contexts. The freelancer can identify a missing-ad finding in the supported population without claiming that the same keyword-and-RSA recipe repairs every channel. A useful recommendation states the actual format needed and the current supported implementation boundary, so the client understands what can be prepared and what requires another route.

Confirm the destination and next step

The final URL should represent the offer advertised by the new creative. Ask the owner for the relevant product, service or booking page when it is not already established. A homepage can be appropriate in some circumstances, but it should not be substituted silently for a specific offer. The freelancer should inspect the customer journey where the engagement includes that work and explain any missing commercial information before presenting an ad as ready for review.

The current RSA preparation normalises the supplied landing URL and validates the public-page form. That is different from certifying the live website's availability, content, speed or conversion journey. Do not claim a functioning landing experience merely because a URL string was accepted. Website inspection and repair belong to the relevant implementation owner. Keep the destination configuration in the account proposal and the live customer-journey evidence in its appropriate review record.

Review the expected next step in ordinary language. The visitor may buy a product, request a quote, book a class or telephone the business. The ad's promise and the page should make that action understandable. If the page lacks it, assign the repair before describing the launch as complete. An empty-group audit can lead to useful destination work, but adding creative is not a substitute for a service page that actually supports the client's intended business outcome.

Prepare complete creative when appropriate

When the confirmed next step is a responsive search ad, the current builder requires a standard Search ad group and a complete supported creative set. It validates three to fifteen distinct headlines of at most thirty characters and two to four distinct descriptions of at most ninety characters. Optional display paths have their own length limits. These are preparation boundaries in the inspected implementation, not a promise that every valid text will receive provider approval or attract suitable customers.

Use the confirmed offer to write the creative. The assistant can brainstorm draft headlines and descriptions conversationally without calling Google Ads to invent wording. The freelancer and owner should review the business claims, pricing references and destination before preparing the live operation. A draft should be recognisable as a draft. Once approved for a proposal, the complete desired content should be shown in readable steps, rather than concealed in a technical payload the owner is expected to trust without inspection.

The standard creation action starts the RSA paused. That preserves a distinction between creating the asset and enabling it for eligibility. If the owner wants a live launch, the relevant status actions need to be included explicitly where supported and reviewed in their actual sequence. Do not report that an empty group is serving simply because a paused creative was created successfully. The configuration can be present and verified while a deliberate activation decision remains outstanding.

Keep policy review as a separate state

A created ad can still require provider review. Content readback establishes the stored creative, not policy approval or guaranteed delivery. If an ad is later disapproved, investigate the actual policy evidence rather than describing the group as empty. The freelancer should keep the remedy tied to the problem: a missing ad needs supported creation; a paused ad needs a justified status decision; a disapproved ad needs its own content, destination or review investigation.

The current audit's disapproved finding selects enabled ads under enabled parents and has no universal automatic fix. That population differs from a comprehensive prelaunch check of paused creative. A clean active-ad disapproval result cannot certify that every paused new ad is approved and ready. Read the relevant selected creative when the client asks about its policy state. This avoids turning two limited findings into a broad launch guarantee that neither query establishes.

Do not promise a specific review outcome or timing without appropriate evidence. The owner can approve the intended creative, and the tool can verify the stored content, while provider decisions remain separate. If the business claim or destination needs correction, assign that work clearly. Replacing an ad should not be presented as an automatic appeal or a guarantee that an account-level policy issue disappears. The report should state what was changed and what remains to be verified through the relevant provider state.

Respect channel-specific structures

Search, Shopping, Display, Video and Demand Gen can appear in the card's applicability check, but their creative requirements are not identical. The freelancer should identify the actual campaign and group type before proposing restoration. A read-only finding can cover a structure whose creation path requires a different builder. Do not use the presence of an audit row as evidence that a universal creative tool can manufacture every necessary format from the same inputs.

Performance Max uses asset groups, and each can have its own assets and listing-group arrangements. A request about missing PMax creative or excluded products needs that actual hierarchy. It should not be translated into an empty conventional ad-group action. The same distinction matters for product eligibility: changing a product listing is different from adding an ad. The freelancer can organise these related questions in one engagement while retaining the correct target surface and exact operation for each.

Keep unsupported work visible without making the whole review useless. If the requested format needs additional information or a different supported route, state what is required and complete the verified diagnosis. The owner can still decide whether to hold, pause or finish the setup. A precise boundary is more helpful than pretending that an RSA addition solves a Shopping or video requirement, or refusing to explain the structural finding simply because one requested execution format is not available through that particular tool.

Choose a proportionate action

The practical choices are to complete the intended setup, pause it while dependencies are resolved or retain it under an explicit staging plan. The freelancer should recommend the option that follows from the confirmed business context. A valuable service with approved creative and a ready destination can justify completion. A retired offer can justify a pause. A launch awaiting an owner decision needs a named next step, rather than an automatic creative insertion based solely on the audit warning.

A pause changes the selected group's status. It does not delete its keywords, remove its historical data or necessarily pause the parent campaign. State the action in those exact terms. A creation changes the presence of a specific new ad, with its configured status. It does not automatically repair targeting, tracking or the website. These narrow descriptions make the recommendation easy to review and help the client understand why separate work may still be required after the approved operation succeeds.

Avoid unnecessary bundled edits. An empty-group investigation does not normally require changing campaign budgets, conversion definitions or account tracking. If a separate issue is discovered, document it and prepare its own justified request where appropriate. Keeping the actions focused reduces provider work, simplifies approval and makes later assessment more intelligible. The freelancer can show a clear link from evidence to decision to verified configuration, rather than delivering an unreviewable account cleanup whose individual effects are difficult to explain.

Follow an invented freelance handoff

Consider an invented freelancer, Mira Holt, reviewing an invented business called Cedar Lane Classes. This is an illustrative scenario, not a customer account or a claimed result. The owner asks why an enabled workshop campaign contains groups without ads. Mira records the selected campaign and reviews the actual returned group population. She then asks which workshops the business still intends to sell before recommending any change.

One group represents a forthcoming evening class whose destination is still being prepared. Another represents a class the business has permanently stopped offering. Mira recommends a clearly owned page-and-creative preparation plan for the forthcoming class and a precise pause for the retired one. She does not write an ad for the retired class merely to clear the warning. She also avoids claiming that the forthcoming group has wasted a budget just because it currently has no ad.

The owner reviews the pause proposal with the group and parent campaign named. After confirmation, the relevant status check establishes the approved configuration. Mira records that result separately from the forthcoming class's unresolved destination work. When the new class is ready, she prepares the appropriate creative with explicit paused creation and any separately requested activation. The example illustrates a useful freelance process: structure identifies the question, business intent chooses the action and readback establishes only the configuration actually verified.

Investigate and prepare the request in Slack

Start with a question that identifies the scope, such as which enabled groups in the selected campaign have no detected ads. The assistant should use the relevant supported evidence and preserve the established campaign context in follow-up. If the user then asks to complete one group, resolve that group and its parent rather than restarting with a generic account question. Readable target names make the conversation useful while internal references support exact execution behind the scenes.

Use normal conversation for the parts that do not need provider data. The assistant can help explain the finding, brainstorm creative from the supplied offer or organise a page brief. Actual account states and historical performance need verified reads. The user should not receive API-backed claims for facts the assistant merely inferred, and creative requests should not trigger unnecessary account queries. This distinction allows the freelance review to remain responsive without weakening the evidence used for live decisions.

A multi-step request should show each logical action clearly and fit the supported review safeguards. Creation, targeting and activation are not one indistinct instruction merely because they concern the same group. The local dependency plan should order supported operations correctly and request only missing information. If the full sequence needs smaller proposals, ask the owner to divide it before writing. No step should be silently dropped while the assistant reports the whole setup completed. The client must know exactly which created objects remain paused and which activation steps are included.

Check the actual bulk selection

The legacy bulk empty-group helper selects enabled ad groups without the display reader's enabled-campaign and channel restrictions. It then subtracts groups represented by non-removed ads and submits pauses for the remainder. This population can differ from the visible audit rows. The shared conversational bulk preparation uses the same broad group and non-removed-ad distinction before building target-specific status updates. A freelancer should not describe either selection as necessarily identical to the compact active-parent display.

The non-removed-ad test also preserves an important distinction: a group with a paused ad is not empty for that bulk operation. It has creative whose state may need a separate decision. A group whose only relevant creative was removed can be selected differently. Review the actual proposed targets when the owner requests a bulk cleanup. The word all needs a defined population, not an assumption that every visible or historical group is included under the same rule.

The legacy helper reports mutation acceptance and does not itself perform a direct group-status readback. The shared preparation adds target-specific checks for the requested paused status. Explain results according to the path actually used. An accepted provider request is useful evidence, but it is not the same as a confirmed subsequent field value. The owner should see which groups were proposed and what was verified, particularly when a broader selection could include groups under parent campaigns outside the display population.

Review the exact confirmation

The confirmation should name the group, its parent campaign and each proposed operation on its own readable step. A pause must say pause the ad group; an ad creation must say create the named creative with its intended status. The message should not make the campaign look like the target merely because it appears beside the group name. Asset IDs do not help the normal client decision and should remain in the underlying execution context rather than clutter the proposal.

Before Confirm and Execute is pressed, no live conversational edit should occur. The proposal should clearly state that no changes have been made yet and that it expires after the limited confirmation period. The freelancer can prepare the recommendation and help the owner review it, but an explanatory question or creative brainstorming exchange is not permission to mutate the account. This execution boundary allows natural conversation without turning every discussion of an incomplete group into an immediate account change.

Check the complete requested effect before approval. If the user wants an ad added and enabled, a proposal containing only paused creation is incomplete unless that limitation is explicitly resolved. If the user wants the group paused, the assistant should not insert unrelated parent actions. A single confirmation can cover the supported clear steps, but the owner must be able to recognise every action. The purpose is an understandable commercial decision, not a button attached to a wall of technical parameters.

Verify configuration without promising delivery

A verified pause establishes the selected group status. A verified creation establishes the supported stored creative and its configured status. Neither result alone proves live delivery, policy approval or a commercial improvement. The execution message should make the completed action prominent, while the freelancer's handoff preserves the separate outstanding questions. A newly present paused ad can resolve a structural absence without completing activation. A paused group can remove an unintended enabled setup without rewriting its earlier performance.

If an edit was sent but its complete outcome could not be verified, reconcile the actual target state before repeating the request. Do not assume that nothing changed. Inspect the relevant group or created creative through the supported route and compare it with the approved steps. Creation especially needs care because a blind repeat can add another asset. The client needs a precise account of what is known, what remains unconfirmed and which next inspection will establish the final state.

A clean subsequent empty-group list is indirect evidence about a population, not necessarily direct evidence of every approved field. A group can disappear because it was paused or because an ad became represented in the read. Use the exact status or creative check when reporting the approved operation. This keeps verification aligned with the change and prevents the freelancer from using a broad green audit result to support a stronger claim about launch readiness than the observed data actually proves.

Leave a useful report and follow-up

Write the handoff around the client decisions. Identify the groups reviewed, their parent campaigns, confirmed business roles and recommended next steps. Separate observations from approved actions and from outstanding work. A small table can make this easy to scan, but the commercial reason should remain understandable in ordinary language. Avoid provider field names, raw resource references and technical timestamps that add no value to the owner deciding which offer should be completed or held.

Connect related work only when it answers a specific question. A conversion-tracking audit can investigate the outcome definition for a new launch, while the wider account audit can provide other structural context. Keep these separate from the empty-group conclusion. The freelancer should not make a focused deliverable appear incomplete merely because every possible measurement or website improvement has not been included in the same engagement.

Choose follow-up evidence according to the action. For a paused retired offer, confirm the status and retain the business rationale for future review. For a completed launch, inspect the relevant activation, policy and subsequent activity through their appropriate surfaces. Record what was verified and what remains with another owner. A useful empty-ad-group audit leaves the client with a clear decision trail and a workable next step, rather than simply a shorter list of warnings or an unsupported claim that the account is now fully ready.
