Turn a policy observation into an accountable client review
Google Ads disapproved-ad audits for agencies: establish the reason, assign the repair and verify the right outcome
Understand the audit's enabled-ad scope, investigate the actual policy evidence, coordinate creative and destination work, and distinguish an owner-approved setting change from Google's later review decision.
Define the agency's incident objective
A disapproved-ad finding needs a clear agency objective before anyone starts rewriting copy. The immediate task may be to identify the affected creative, determine who owns a destination repair, or prepare a supported revision for client approval. Those tasks are related, but they are not interchangeable. A list of policy statuses cannot decide which business claim is valid or which team is authorised to alter the website.
Record what the client needs to know now. For example, establish why the creative for the current course offer is disapproved and identify the next accountable action. This is more useful than a general promise to fix the account, which hides the distinction between an observed status, a repair request and a future provider decision.
Keep the offer and launch context attached to the investigation. An ad for an upcoming event may be urgent, while an old promotion may need a deliberate pause rather than replacement. The agency should ask about the intended business state instead of inferring urgency from the red colour of an audit card.
Also establish the communication owner. A client receiving several different explanations from the account team, copywriter and website supplier can struggle to tell which conclusion is verified. One coordinated summary should preserve the observed issue, the assigned task and the next decision without suppressing relevant uncertainty.
The review can end with a supported edit, a website handoff, a provider appeal task, a scoped holding action or a request for missing evidence. Each outcome should describe its owner and completion condition. The agency's role is to make the next decision defensible, not to declare that a technical write has already resolved every policy concern.
Separate policy and configuration states
An ad's configured enabled state is different from its policy approval state. An enabled ad can be disapproved. A paused ad can exist with a separate policy observation. The client should not be told that enabling a disapproved ad is a universal way to make it run, or that pausing an ad removes the underlying policy issue.
Google's disapproval guidance directs advertisers to examine the actual policy issue and distinguishes ad content, destination work and an appeal of the decision. This supports a practical review sequence: identify the reason before choosing the repair. It does not imply that the same wording change can solve every disapproval.
Keep approval, review and activity separate. A configured creative can be stored successfully while its policy review remains unresolved. An eligible creative can also have no impressions for reasons beyond this audit. The agency should describe the exact observation rather than replacing several states with a single phrase such as active again.
Account suspension is another distinct subject. A group-level count of disapproved ads does not by itself establish that the account is suspended. Likewise, an account issue should not be explained away as a minor copy problem merely because one creative has a disapproved status. Select the evidence that answers the reported incident.
Read the current disapproved-ad check
ppctor's current health reader collects ad rows beneath enabled campaigns and enabled ad groups. Within that collection, it counts ads whose configured state is enabled and whose approval summary is disapproved. The resulting audit aggregates the selected ad counts by group identity and displays each group's name with its campaign.
The total in the card is the sum of those selected ad counts. The number of displayed groups is a different unit. A group containing three matching ads contributes three to the ad total and one to the group list. Do not describe these as three unique policy issues unless the relevant detailed evidence establishes that separate unit.
The compact finding contains parent names and counts, not a complete individual-creative inventory or the detailed policy topic behind each ad. It tells the agency where to investigate. An exact creative edit requires further target resolution and the fields needed to prepare the actual resulting asset.
The audit deliberately offers no universal automatic fix for this finding. Its direction is to review the affected ad and repair or replace it through an appropriate workflow. This is an important capability boundary: a verifiable status field does not make the underlying correction a single account-wide switch.
Preserve its account coverage
The current reader restricts the parent population to enabled campaigns and groups and excludes Local Services and Smart campaigns. Its selected findings are therefore not an inventory of every disapproved object in every account surface. A clean result should preserve this declared scope rather than becoming a universal policy-compliance certificate.
Paused ads are not counted in this enabled-ad finding, even when their policy status deserves review for a later launch. Groups under paused campaigns are also outside the selected parent scope. A client asking about all creatives prepared for next month needs an appropriate broader query, not an expanded interpretation of the current card.
Different structures require appropriate evidence. Performance Max assets and asset-group relationships should not be described as ordinary Search group ads simply to fit this summary. A campaign's absence from the group list is not proof that every associated asset is free of policy restrictions.
Keep source support separate from action support. A policy observation may be readable for a format that the standard RSA convenience editor cannot modify. The assistant should confirm the actual available operation and required target type before offering a live proposal. Reading a status does not establish a universal creative editing service.
Distinguish no findings from unread evidence
The audit records the health section as unavailable when its required provider read fails. A fallback empty collection must not become a clean result. A client-facing summary needs to state whether the selected evidence was successfully inspected before saying that no matching disapproved ads were found.
An absent finding can also follow from the scope rather than from resolution. Pausing an affected ad moves it outside this enabled-ad count without changing its policy reason. If the client chose that holding action, report it as a pause. Do not say that the policy issue disappeared merely because the audit total decreased.
When a follow-up requests a different population, collect the missing relevant evidence. A previously returned group summary can help locate the subject, but it cannot answer a new question about paused creatives, asset-level restrictions or individual policy topics that were never selected.
Separate a failed retrieval from a lack of policy data on a successfully returned object. These conditions can require different next steps. Neither should be silently filled with a guessed reason. The agency should know whether to retry a read, inspect the provider's detailed policy surface or ask the owner for missing context.
Resolve the individual creative and parents
Start with the group and campaign from the finding, then identify the individual ad needed for the request. A group count of two does not establish which creative the client wants changed. The assistant should use supported current identity fields and enough readable content to distinguish the selected ad from its siblings.
Keep the hierarchy correct in the proposal. The ad belongs to its ad group, which belongs to the campaign. The group itself does not have another parent ad group. This simple structure makes the target understandable without exposing raw account or asset IDs in a normal client-facing message.
Identical names or similar headlines can create ambiguity. Ask for the minimum additional distinction that resolves the target. Removing IDs from visible output does not mean abandoning exact internal identities. The tool can retain validated resource references while the owner reviews names and the actual creative content.
Confirm current target state before a live write when required. The affected ad might have been revised, paused or replaced since the audit. Retained conversation context explains the earlier discussion, but the prepared operation must apply to the actual current resource rather than an assumed successor with similar wording.
Establish the actual policy reason
A disapproved summary is not a policy explanation. The compact reader does not return the topic evidence needed to tell the client that punctuation, an unsupported claim or a destination issue caused the finding. Retrieve the relevant available detail through a supported report or inspect the provider's detailed policy view before choosing the repair.
The generic reporting framework can discover and validate provider fields for a particular request. Availability and field compatibility still matter. Do not promise every policy detail in every current report plan merely because the provider exposes a related field somewhere in its schema.
When detailed evidence is unavailable to the current tool, direct the responsible owner to the specific provider view needed for the selected ad. The handoff should name the occurrence and the missing observation. It should not pretend the assistant diagnosed the reason from a headline that happened to look unusual.
A creative review can still produce useful suggestions while diagnosis is pending. Label those suggestions as ideas based on the supplied brief, not as confirmed policy fixes. The agency should be able to revise a proposal after learning the actual reason without having to retract a false claim that the issue was already established.
Prioritise affected business work
The number of disapproved ads is not an automatic ranking of business urgency. A group with one affected ad may support an important current offer, while another group has several old variants. Determine the intended launch state and available alternatives before assigning the review queue.
Check whether the client needs immediate containment, a replacement message or a planned repair. A deliberate pause can align an obsolete offer with the intended account state. A current launch may need coordinated creative and website work. These choices depend on the client's brief, not simply on the count beside the group name.
Use relevant observed performance if the client asks about commercial exposure. Current policy status and past results answer different questions. The agency can prioritise a high-importance offer without inventing lost revenue, and can inspect historical activity without claiming that every earlier click occurred while the ad was disapproved.
An alternative creative may exist, but its presence alone does not establish that it carries the same offer or is currently eligible. If that alternative affects the incident decision, inspect the relevant content and state. Do not reduce urgency based on an unreviewed sibling merely because the group contains more than one ad.
Assign the next owner clearly. The account specialist may resolve identity, the writer may prepare corrected copy and the website owner may fix a destination. A client approval can be needed for changed claims. Shared responsibility works best when each task has a defined evidence requirement and a concrete handoff.
Read historical exposure separately
A present disapproved status does not provide a timeline of when that state began. Do not infer that an entire previous month was affected merely because the ad is disapproved now. A historical performance report can show recorded activity in its declared period, but it does not automatically establish the sequence of policy decisions.
Use completed date bounds and the chosen outcome definition for any commercial comparison. Total primary conversions, purchase-only conversions and a named action can differ. Primary call actions can carry value, and legitimate offline actions can appear in reporting. The policy finding should not silently change these definitions.
Revenue that did not occur cannot be observed directly as a loss from a status count. A scenario estimate needs explicit assumptions and should not be presented as a retrieved fact. For an ordinary audit conclusion, it is often enough to identify the affected current offer and the next repair task.
Keep the historical population appropriate. Filtering to currently enabled ads can omit creatives that were active earlier and are now paused. A performance question about a period should use the requested population, while a present readiness question can deliberately use current statuses. The agency should not mix these scopes without explanation.
Confirm the client's factual claims
Before rewriting an ad, establish what the client can accurately say. Product characteristics, service availability, pricing, guarantees and certifications should come from the business brief or other relevant verified material. An assistant should not fill a factual gap with a stronger claim simply because it produces more persuasive copy.
The client may choose to remove an obsolete promise even when that promise is not the established policy reason. Describe that choice honestly as a business-content revision. A useful edit can improve accuracy without being labelled a complete policy resolution.
Review the complete resulting message, including the destination. A cautious headline paired with an unsupported description still presents a combined promise to the visitor. The agency should judge the full proposed asset and its business fit, rather than reviewing isolated text fragments that will later appear together.
Keep client authority explicit when changing a substantive claim. The connected-owner confirmation approves the displayed supported operation, but it does not supply legal or commercial facts that the business never provided. Preparation should establish those facts before the owner is asked to approve the complete result.
When the brief is disputed internally, pause preparation of the affected claim until the responsible business owner resolves it. The assistant can propose neutral wording for discussion, but it should not choose between conflicting factual instructions and present its choice as a confirmed account fact.
Prepare a complete supported creative edit
The standard RSA edit helper works on an identified responsive search ad and replaces the declared creative fields. It requires a complete supported set of headlines and descriptions and a valid final destination. This behaviour should be visible in the approval rather than described as an invisible one-word patch.
The helper clears omitted display paths and unpins the supplied headlines and descriptions as part of its replacement behaviour. It retains the ad's configured status. Those effects matter when an existing creative has carefully chosen pins or paths. The client should see the resulting fields and relevant notes before confirming.
Drafting alternatives can remain conversational when the brief is already supplied. No account read is required merely to invent several factual wording options from known context. A request to inspect existing creative or prepare its live replacement needs the relevant target and field evidence.
Do not promise that the editor changes every format or preserves unspecified creative details by default. The current action has declared support and constraints. If another format is involved, check its actual available path. The article's correction workflow depends on supported operations, not a blanket assertion that every provider object is editable here.
Assign destination investigation correctly
A configured final URL tells the agency where the ad points. It does not by itself prove that the page loads for the relevant visitor, contains compliant claims or supports the promised service. The website owner should investigate the actual destination issue when policy evidence identifies that subject.
The agency can coordinate page content, technical access and the intended visitor journey without claiming that a URL read was a browser test. Record which observations came from provider settings and which came from a site review. These sources support different conclusions.
Changing the ad's final URL is a provider-setting operation. Fixing the website is a separate responsibility. A client may approve a different suitable landing page, but the new destination must be established from the actual brief. Do not fabricate a page or move visitors to an unrelated URL simply to make the request structurally valid.
The landing-URL helper can normalise a supplied domain-style address to HTTPS where its validation permits it. This convenience addresses URL form, not website health or policy compliance. The agency should keep those milestones separate in the proposal and final handoff.
Distinguish editing and new-ad creation
Editing the selected RSA changes the declared content of that existing resource. Creating a new RSA produces another ad in the selected standard Search group. These are different operations with different implications for identity, review and later reporting. The client should know which action is proposed.
The standard creation helper starts the new ad paused. A successful stored creative is therefore not a live replacement by itself. If the user also wants an existing ad paused or a new ad enabled, those are separate requested effects that need clear steps and their own supported constraints.
Do not remove or pause the old creative merely because a new one was created unless that effect was requested and approved. The agency may want to retain the old resource for review, or may deliberately change its state. The proposal should not hide an extra cleanup operation inside the phrase replace the ad.
A new object does not inherit the old object's historical performance merely because its headlines are similar. Keep identities distinct in later reports. A comparison can describe before and after periods or selected resources, but it must not merge them into one continuous asset without explaining the chosen basis.
Keep provider appeal work explicit
An appeal of a policy decision is different from a content edit. The current audit has no universal repair button, and the standard creative helper does not implement an automatic appeal loop. Do not advertise that confirming an RSA replacement also files and resolves every possible policy appeal.
Where the business believes a decision is incorrect, the responsible owner can use the relevant provider process with the required evidence. The agency should identify the affected ad, actual policy topic and reason for seeking review. A vague account-wide assertion that everything is compliant is not a substitute for a focused case.
Do not repeatedly submit actions simply because a decision has not changed yet. Provider review work has its own state and requirements. An agency handoff should say who is observing that process and what evidence will justify the next step, rather than promising that more submissions necessarily produce a faster outcome.
The client should be able to distinguish a proposed content repair, an accepted content write, a pending provider review and an appeal result. These are separate milestones. The app's clear technical receipt can describe the supported edit while the owner retains the provider-specific review task.
Follow an invented agency correction
The following case is invented. Willow Quay Media manages Ash Field Workshops. The audit reports one enabled disapproved ad in the Evening Classes group of the Local Courses campaign. The compact result locates the investigation but does not supply the policy reason or prove that the client's entire campaign stopped generating activity.
The specialist resolves the individual RSA and asks the responsible reviewer to inspect its detailed policy evidence. Separately, the client confirms that an old promise of permanent course access no longer reflects the current offer. The agency records that factual correction without claiming that the compact audit proved it caused the disapproval.
The writer prepares a complete new set of factual headlines and descriptions with the confirmed enrolment destination. The client reviews the whole proposed result, including the display paths and the helper's unpinning behaviour. The proposal names the selected ad's group and campaign and retains its configured status.
The connected owner confirms the supported RSA edit. The execution flow writes the declared fields and checks the resulting content. The final receipt establishes that the requested creative change was executed and verified. It does not say that Google approved the ad or that the policy issue has disappeared.
The agency then assigns the later policy observation to one owner. If the provider still reports a concern, the team uses that actual evidence to choose further work. It does not resubmit the same content because the technical receipt was successful but the desired business milestone remains pending.
The handoff preserves the corrected business claim, exact edited resource, approved destination, technical outcome and remaining review task. This makes the work understandable to another specialist without collapsing content accuracy, provider acceptance, policy review and later commercial performance into one word: fixed.
Review exact approval steps
Show each logical action in its own clear step. A creative replacement should show the complete resulting copy and destination with the readable ad, group and campaign context. A status change should say exactly which asset changes from its current state to the requested state.
One confirmation can cover a supported sequence with each action clearly shown. If the complete request cannot be prepared safely, explain why it needs smaller reviewed proposals and ask the client to rephrase before writing. Do not silently omit later requested effects or apply a subset while describing the entire request as complete.
The pending message says no changes have been made yet and that the proposal expires in fifteen minutes. The connected owner's click is the boundary before live execution. A request for an explanation, a draft headline or a policy summary is not that approval.
Keep supporting notes short but substantive. Retained status, removed pins and cleared paths matter because they describe actual resulting behaviour. Raw provider payloads and IDs do not help an ordinary client judge the creative. Good presentation simplifies the operation while preserving every relevant effect.
Separate execution and content readback
A visible change-in-progress state acknowledges the owner's confirmation while the durable flow proceeds. It should not be confused with the final success receipt. The owner needs immediate evidence that the click was received and later evidence of what the provider actually accepted and the tool verified.
Validation checks whether the prepared operation remains applicable before the write. Verification checks the selected resulting fields afterward. The distinction matters if the ad was changed elsewhere, the target no longer exists or the requested content no longer matches the current proposal conditions.
The RSA helper's readback checks the creative and destination fields declared by the operation. A successful result supports that technical statement. It does not inspect every possible policy topic or certify that the website meets every provider requirement. The receipt should stay within the actual checks.
If complete readback is unavailable after a sent edit, do not label the attempt as nothing changed. Provider acceptance and complete verification are different observations. The agency needs the recorded outcome and current resource reconciliation before preparing another live action.
Observe the later provider decision
Google's ad-review guidance describes review after creative changes and explains that review timing can vary. Keep this later provider decision separate from the app's content readback. A successful edit receipt is not a promised approval time or a guarantee that the ad will begin receiving impressions.
Inspect the current policy observation when the owner requests the next status check. Do not assume the earlier disapproved label remains unchanged forever, and do not assume it cleared immediately after the write. The relevant supported read should answer the actual current question.
Policy approval is also different from commercial success. Even if a later review permits the ad, the client may need separate performance evidence to assess the new message. Use a declared completed window and chosen outcome definition rather than a vague claim that the account recovered.
Coordinate observation across the agency. One owner should track the pending provider milestone and communicate the established result. Multiple operators repeatedly editing the same creative can obscure what was reviewed and make the sequence harder to interpret. Retain the exact approved content and subsequent observations.
Reconcile uncertain writes and notifications
A delayed Slack message is not proof that the provider write failed. A failed content check is not proof that the provider rejected the request. The durable execution record, accepted response and actual current fields help determine which milestone is known and which remains unresolved.
Do not replay an ambiguous mutation automatically. This is especially important when the request created a new ad rather than editing an existing one. The new resource might already exist even if the final receipt was unavailable. Reconciliation should establish the actual object before another creation is proposed.
For several requested operations, preserve each known outcome. A successful pause of one ad does not establish a later creation, and an unresolved creation does not mean the earlier pause rolled back. The owner should see the actual completed and uncertain portions rather than an invented all-or-nothing summary.
Any restoration is a new deliberate operation. The agency should use current target state and obtain the required approval rather than silently attempting to recreate a prior state from memory. Known provider results and retained proposal content are evidence for planning, not permission for unrequested writes.
Continue the policy conversation in Slack
A focused opening request can ask which enabled groups contain enabled disapproved ads. The response should give the selected scope, ad count and readable parents. A follow-up can then request the individual creative or available policy details for one group without pretending the compact summary already contains them.
The assistant should retain the discussed target when the user asks for revised wording. A supplied factual brief can support creative ideas without another provider read. If the request is to change the live ad, the tool needs the exact target and complete resulting fields before preparing an approval.
Do not turn a general writing question into a live-edit flow. Suggesting five alternative descriptions is a conversational task when enough context exists. Reporting actual current descriptions is an evidence task. Applying selected descriptions is a supported mutation task. Clear boundaries make the assistant more useful and reduce unnecessary calls.
Normal replies can mention the user before the final feedback text and controls. Progress messages should remain visible without that mention. Client output should avoid raw IDs, internal provider references and undefined parent labels. The important information is the target, observation, requested action and established outcome.
Limit work to relevant evidence
The health reader can reuse its selected ad collection for the declared group-level policy counts. Explaining the current returned summary does not require a new query for every listed group. Keep the retained collection's scope and observation context intact when using it in a follow-up.
Retrieve additional evidence when it answers a new requirement. Individual ad identity, full creative and policy topics are not supplied by the compact finding. A focused supported report can seek those fields. There is no reason to collect all product inventory, every Analytics event or unrelated targeting merely to resolve one creative's policy review.
Local action planning can validate known operation shapes and relationships without provider work. Live-state prerequisites and result checks remain necessary where the actual edit requires them. Avoiding redundant reads should not mean removing the safeguards that establish current applicability and resulting content.
Do not promise a fixed call count or a universal response time. Evidence availability, provider conditions and selected output affect the work. The client should receive useful progress and a scoped result, while internal request details remain in the appropriate operational records.
Communicate the established result
Lead with the concrete milestone. The audit found selected enabled disapproved ads; the agency established a policy reason; the client approved a complete RSA revision; or the resulting fields were read back successfully. Each statement has a different evidence basis and should not be replaced with a sweeping account fixed claim.
Explain remaining work in plain language. A website owner may need to confirm a destination repair, or a provider review may still need observation. The client should know who owns that next step and what evidence will establish completion. A successful technical edit can be prominent without pretending it completes the entire incident.
Keep financial claims grounded. A current disapproval count does not quantify lost revenue, wasted cost or future recovery. If the client requests performance analysis, use the selected period and outcome definition and preserve attribution limits. Do not attach a fabricated improvement number to the policy receipt.
Use the agency audit workflow for broader account context and the focused disapproved-ad audit page for this check. The separate empty-group review concerns missing ad rows, not the policy state of an existing creative.
Leave a precise agency handoff
Record the selected ad, group, campaign, actual policy evidence and client's factual decision. Include the complete approved creative, destination and technical outcome. Another specialist should be able to identify the current subject without relying on a vague label such as the broken ad.
Assign the remaining provider or website task to a named responsibility. The handoff should distinguish evidence still needed from work already completed. A policy observation may require a later read; a website change may require the destination owner's confirmation. Neither is implied by a content-setting receipt.
Retain the relevant version of the client's brief with the approved result. A later writer should know why a claim was removed and which replacement facts were supplied. This avoids accidentally restoring obsolete wording during another creative refresh while leaving legitimate new business decisions open to a fresh review.
Close the agency task only at its actual completion condition. Content preparation can finish before provider review, and provider review can finish before enough performance evidence exists. Each owner should mark the milestone they established so the client receives a reliable sequence rather than a premature overall success label.
If the client changes the offer or withdraws a claim while a proposal is pending, revisit the complete result before execution. Earlier conversation context is valuable history, but it is not a reason to apply superseded instructions. A fresh accurate proposal should reflect the current requested state.
Preserve the approval boundary across agency shifts. A previous discussion of policy repair is not blanket permission for every later creative or status change. Supported live operations still need exact current targets, complete visible steps and connected-owner confirmation.
Answer practical disapproval questions
Does enabled mean policy approved?
No. Configuration and policy approval are distinct states.
Does the compact card return every policy reason?
No. It aggregates selected ads by their group and campaign.
Does a group count identify the exact ad to edit?
No. Resolve the individual creative before preparing its change.
Is there a universal automatic audit fix?
No. The actual issue and supported repair must be established.
Does standard RSA editing preserve pins automatically?
No. Its current replacement behaviour unpins the supplied creative.
Does verified content mean Google approved the ad?
No. The provider's later policy decision is a separate milestone.
Should an uncertain creation be repeated?
No. Reconcile the recorded attempt and actual created resource first.
